Profile of the Firm's Founders

Professor Dr. Shih-Hsiong Tseng
Born in Tainan County, and graduated from the Department of Law, National Taiwan University, Prof. Dr. Tseng took second place in the Taiwan bar exam at the age of 22. In 1962, Prof. Dr. Tseng was awarded a scholarship by the German government and matriculated his study at the University of Freiburg, and later obtained his Doctorate from the University of Strasbourg in France, as well as graduating from the European Center for Advanced Studies, University of Strasbourg. After returning to Taiwan, Prof. Dr. Tseng took on the teaching role, successively teaching at National Taiwan University, National Chengchi University, Fu Jen Catholic University, National Chung Hsing University, in addition to other education institutes. During this time, Prof. Dr. Tseng also provided services to government agencies, such as assisting in regulatory matters for the Ministry of Finance, the Ministry of Economic Affairs and such. Prof. Dr. Tseng then served as Counselor for Judicial Yuan at the age of 34.

Thereafter, Prof. Dr. Tseng, together with Messrs. Gong-Ren Gui, Esq. and Hong-Lan Tsao, Esq. founded Chien Yeh Associated Law Offices at 4F, No. 1, Linsen South Road, Taipei on January 2, 1973. With Prof. Dr. Tseng's educational background in France and Germany, and Mr. Gong-Ren Gui, Esq. and Mr. Hong-Lan Tsao, Esq. in the U.S. and Japan, respectively, this provided a multinational legal background to the law office's attorneys. These special features made Chien Yeh Associated Law Offices one of the few local law offices in the 1970's that could provide professional services for large international cases in Taiwan. At the time, Chien Yeh was the legal advisor of more than 30 public listed companies. Dr. Shen-Yi Lee, Esq. and Dr. Carl K. M. Wu, Esq. subsequently joined the office. As for Prof. Dr. Tseng, he could not help remain engrossed in the pursuit of legal education. In 1985, Dr. Shen-Yi Lee took over the responsibilities as the Managing Partner of the law office, while Prof. Dr. Tseng returned to teaching at the Department of Law and the Graduate Institute of Law of National Chengchi University. To this day, he remains dedicated to the field of legal education.  


Professor Dr. Ming-Ruu Chen Tseng
Prof. Dr. Chen is a graduate of the Department of Law, National Taiwan University and read civil and commercial laws in France at the University of Strasbourg. She later became specialized in private international law and completed her doctoral thesis of law. Next, she was awarded the European Common Market Scholarship and continued her studies in France, focusing in European law at Nancy University, as well as studying at the European Center for Advanced Studies, University of Strasbourg to complete her thesis for higher diploma. In 1962, she married Prof. Dr. Shih-Hsiong Tseng in West Germany.

Returning to Taiwan in 1968, she began teaching Private International Law and case studies seminar at the Department of Law as well as the Graduate Institute of Law of National Chengchi University. In 1972, Prof. Dr. Chen returned to National Taiwan University to teach Patent Law, Trademark Law, Private International Law, Intellectual Property Law, Seminar on Private International Law, as well as Seminar on French Masterpiece Legal Readings courses. Prof. Dr. Chen has immersed herself in all subjects related to law, the studies of law, the teachings of law, and writings of treatises for more than 40 years.

On August 1, 1998, Prof. Dr. Chen retired from National Taiwan University, and is currently the Professor Emeritus at the College of Law, National Taiwan University.

Prof. Dr. Tseng and his wife, Prof. Dr. Chen, and their beloved daughter, Prof. Dr. Wang-Ruu Tseng (currently Professor of Law at National Taiwan University), all have become attorneys at law, and are committed to promoting legal education to the world. They jointly created a "Tseng and Chen's Hall of Fellows Legal Series," works that include Business Design Law and more than 10 other different treaties.
